Manmohan Singh’s fall from grace



Most people will tell you that this has been a week of mixed fortunes for the Congress. On the one hand, the party won an impressive victory in Karnataka, crushing the BJP. And on the other, it was forced to sack two central ministers. So, the pundits will say, there has been good news and bad news and the signals are far from clear.

I don’t necessarily disagree with this view. But I think it misses the point. The real message from the events of the last week is clear and apparent. When the Congress fights elections far away from Delhi, on issues that matter to ordinary people (such as governance in Karnataka), then it does well. But the moment we get to Delhi and to the central government, the party is in deep trouble.

I won’t dwell too much on the reasons for the Karnataka victory, having spent a full day saying my piece on television. But the Congress needs to recognise that despite its inherent strengths and the BJP’s inherent weaknesses (both of which explain the Karnataka results) there is no real hope of an improvement in its fortunes unless it does something about the government at the centre. Otherwise, no matter how much Congress workers achieve at the state level, the prime minister and the government will always let them down.

I don’t want to pre-judge Pawan Bansal’s guilt while the investigation is on. But in the case of Ashwani Kumar, the facts speak for themselves. Nobody – not even Kumar himself – disputes that the law minister asked the CBI director to show him an affidavit that was to be filed in court. Nobody disputes that two joint secretaries, one from the PMO and the other from the coal ministry, were also asked to check out the affidavit. And nobody disputes that as a consequence of this political interference, the affidavit was changed.

Ashwani Kumar’s defence was that the changes were minor and that he was within his rights to ask to see the affidavit. Both these claims have been dismissed by the Supreme Court. According to the bench, the law minister should not have been shown the affidavit by the CBI. And as for the changes, the Supreme Court does not believe they were minor. It says that they struck at the heart of the affidavit.

So, in the Ashwani Kumar case at least, we have a degree of certainty. There can be no doubt now that a minister of the central government interfered in the investigative process and knowingly and wilfully forced the CBI to submit an affidavit that did not serve the ends of justice.

Given all this, only two questions remain. The first is the question of motive: why did Ashwani Kumar change the affidavit? And the second is the question of consequences: even when it had been demonstrated that Kumar had perverted the course of justice, why was the prime minister so reluctant to take any action against him?

Only one explanation fits the facts and provides some answers. Ashwani Kumar is Manmohan Singh’s man. He is a nice enough fellow, bright and articulate with an ability to get along with people. But he is a political lightweight who is not taken seriously by the Congress party. He owed his ministerial berth entirely to Manmohan Singh. When he was dropped in a reshuffle, it was Manmohan Singh who insisted that he must be brought back and gave him another portfolio over the objections of the Congress party.

It is no secret that any investigation of Coalgate is bound to involve the prime minister. After all, he was in charge of the coal portfolio when many of the events under investigation occurred. Clearly Kumar’s interest in the affidavit was to ensure that the CBI submitted nothing to the Supreme Court that embarrassed Manmohan Singh. That is why a joint secretary from the PMO was drafted to assist the law minister.

When Kumar’s intervention became public, many people expected that he would be sacked. And certainly, given Manmohan Singh’s reputation for integrity and propriety, that was a reasonable expectation.

So, why didn’t the prime minister act? Well, because he could hardly punish Ashwani Kumar for trying to save him, could he?

Eventually, after the Congress president made an issue out of Kumar’s continuance in office, and the Supreme Court was critical of his role, Manmohan Singh had no choice but to sack Kumar. Even then, he spent all of Friday trying to save his protégé – which is why Kumar’s resignation was only announced late at night.

When you contrast the stunning victory in Karnataka with the sordid machinations of Coalgate, you realise what the problem is. The Manmohan Singh government is now so deeply involved in scams and cover-ups that it has lost the ability to tell wrong from right. The prime minister has lost his moral compass as he has struggled to stay afloat.

No matter how well the Congress does in the states – and Karnataka follows a victory in Himachal – it will never recover its national stature or the sheen it had when the UPA was first elected as long as this government ducks and weaves between scams and cover-ups of those scams. And Manmohan Singh, who we hailed in 1991 as a second father of a resurgent nation, is now – sadly and tragically – beginning to look more and more like Richard Nixon in the last.

    Disabled persons in AK camp had come voluntarily and anyone will be angry hearing how he was cheated. It cannot be compared with Salman who had brought someone to save himself. It is Salman who should be ashamed and kudos to Arvind for giving platform to the plundered one. Today I read in Jagran that the person who had rescued Salman, was given machine 2 days before. It was told by his wife. Good job Jagran newspaper. I hope other news papers to follow suit by doing some in depth investigation rather than just commenting on AK.

    Well written. In the name of disability and the raw deal meted against them, racism is in full swing. India has a lot to learn from US and UK as to how to treat disabled people. In the context, I agree, one needs to provide proof. But there is a certain way to achieve that and its definitely not bringing them on stage and make a mockery out of the situation. What beats me is the Govt is mute as pointed out but whats even more scary and bothering me is, educated ppl who know whats going on and how the Govt is taking all of them for a ride, they’re not doing anything abt it. Its a sorry state of affairs really. When can we really have hundreds of thousands of Arvind Kejriwals on the streets to root out this filthy Govt and officials who’re nothing but misusing power to the utmost.

    We need people like Avind to expose corruption at every level. however, such people cannot be allowed to hold free-for-all Kangaroo court – when they have some charges to level against big politicians, they must first approach the Police, register a complaint, and then on the strength of legal back-up come before the people to say what they have to say. Levelng charges in order to garner publicity from a gleeful media before a gullible audience is cheap tactics for budding politicians indeed.

Too much has been said into his defence of Mr.Bansal and Mr.Ashwini Kumar for the reasons they hail from Punjab. Mr.Ashwini Kumar’s meddling with Coalgate investigation is in fact to save the congress party head only, not the PM. The Minister of State in PM’s office , as well key bureaucrats in PMO were the “hand picks ” of Mrs.Sonia , hence the PM hardly enjoyed complete authority over things.Time has come for Mr.Manmohan Singh to act on his own and assert his power and take action against all those misused their office.

    BJP lost it in Karnataka. Congress had to be just present there to win it. If you look at any stats it will tell you nothing worked for Congress, and it had won the same percentage of votes it won while in opposition in its previous term. This dynastic rule will go down in India’s long history as one of the darkest period of Indian history despite independence thanks to the machinations of the first family and the sycophancy of its members each vying to please a madam while selling out the country to the same mob from whom it struggled to win independence. Every day a new scam comes to light (at least coming to light due to its citizen’s vigilance and despite the best efforts of those conniving to hide it) and each scam betters its predecessor in scale and scope.     It is well known that Prime Minister is not in the driver’s seat and he only has to assume responsibility when things go wrong but there are others in the Congress Party who run the show but not answerable to anyone.

    We had the case earlier when CBI had raided the offices of Stalin, the younger son of Karunanidhi immediately after DMK withdrew support to the UPA government. Prime Minister and Home Minister both confirmed in public that such a raid took place without their knowledge. CBI Director however confirmed that he had the authorisation. His statement was never questioned because the CBI had the authourisation to go ahead but PM and HM were not in the loop.

    There are other people in the Ministry with the backing of the Congress President who pull the strings and many times the PM is totally unaware of what has happened and he may get to know through Media reports only.

    A sorry state of affairs. That is why Manmohan Singh is a weak Prime Minister and he was rightly chosen to head the government so that the Party bosses han have a free access in manupulating the Government Machinery towards their own agenda and he will be a silent spectator.

    He has accepted this working arrangement from Day one and he cannot blame anybody else for this.

    Brothers and Sisters and Mothers. You must have seen top management
    of different companies travel a lot to meet people across the world.
    Even our political leaders do so often. In the process they waste so
    much of public money and time. I do not understand why they have to
    travel to China, Japan,Italy,UK or USA to meet people. I was very
    disheartened by the attitude of our political leaders.

    I kept on thinking. I was not sure how to bring about a change in
    people’s mindset. One day I was talking to Amit Shah at 1am over the
    phone. I had not seen Amit for a long time. These courts had kept him
    away from me. I had this very strong urge to see him.I felt very sorry
    not able to see him face to face. His voice was not enough for me. Amit
    had made so much sacrifice for me. I really felt like seeing him. Next
    day, I asked my officials to do something. I gave them a NEW VISION. I
    said ” think of something so that I can see people at the other end
    while I am talking over the telephone”.

    My Brothers and Sisters and Mothers. ! My official are so efficient
    !! Exactly in 56.31 hours they developed a system through which I could
    see people at the other end of the telephone. Even they could see me ! I
    was excited about this new system. I inaugurated this system next day.
    First I talked to Amit Shah in the jail through this system. Amit was
    very happy. I asked him to name the system. You know how intelligent
    Amit is. He has a very sharp brain. He said “Modi Bhai ! Let’s call this
    “Video Conference”, insread of telephonic conversation. My Brothers and
    Sisters and Mothers !! Since then I am using this new video
    conferencing system. We have licensed this to Sony, AT&T and Gujrat
    is earning billions of dollars in royalty.

    Recently, I decided I would not travel to other countries like these
    ordinary politicians from UPA. These politicians waste so much money !!!
    I now use my Video conferencing system to talk to NRI’s all over the
    World, particularly in USA. What does USA think of itself ? Only USA has
    the technology ? I will show USA its place. I will refuse USA video
    conferencing technology when I become the PM. They have to kneel before
    me for this Video Conferencing Technology. I will tell them ” you give
    me the latest nuclear and space technology, I will give you the Video
    conferencing technology”. My Brothers and Sisters and Mothers ! This

    I can understand PM’s predicament. In a way he didn’t make the right choices from the beginning when the telecom scam broke out. There’s no way that the PM can feign ignorance on a scam this big.he should have stood strong against corrupt practices from the beggining and should have said “No” when it mattered the most.It all boils down to accountability. It’s not a great feeling to fall from grace especially a person of Manmohan’s calibre. But I look at the sheer size of the loot and think if this money was put to good use how many of us Indians would have benefitted . How many people would have been lifted out of poverty.
