Bogey outsourced



US President Barack Obama, facing a tight election, used this year’s State of the Union address no less to call for an end to supposed tax breaks that rewarded US firms who exported jobs overseas. Indian finance minister Pranab Mukherjee, whose government is no less embattled, declared a few days later that outsourcing was a benefit for both the US and India. “Protectionism ultimately does not help the country that resorts to it,” he declared.

Someone should measure the spike in outsourcing rhetoric that occurs when electoral campaigns take place. And the rhetoric, on both sides, is largely hot air suffused with bombast.

Consider these supposed corporate tax breaks for outsourcers. I can remember John Kerry raising them, Bill and Hillary Clinton raising them and Obama raising them at each and every presidential election campaign over the past decade or so. Why did nothing happen, even when the Democrats controlled the Congress? Because there are no such tax breaks. The only thing that anyone can find is differential corporate tax rates across countries. These have no relationship to outsourcing, these are just different tax structures in different countries. Ireland charges 12 per cent corporate tax to attract investment. It doesn’t get much outsourcing because its wages are high. India charges a corporate tax rate that is about the same if not higher than the US but gets plenty of outsourcing because its wages are low. Notice the key determinant here is not tax rates but wage rates — which are beyond Obama’s power to control.

Mind you, India lecturing on protectionism is a bit rich given the trade barriers it maintains against many imports.

India’s outsourcing sector is, in any case, changing its spots to reflect a new business environment. As it was reported by the New York Times, the Philippines does more call centring for North America than India does. Indian wages have risen and the pool of English proficient workers has shrunk.

Less known is that Indian firms have shifted outsourcing operations to the US as wages in small town America are now competitive with metropolitan India. But there are problems: a Tata Consultancy Services representative once described how his firm, India’s largest software firm, had tried to hire Americans in a depressed part of the Northeast. The applicants snaked around the block, but the number who could qualify for even a basic call centre job was so low that the company could not fill the vacancies.

What always strikes me as ironic is that so many of the biggest call business process outsourcing firms in Indians are either US-owned or even US headquartered. Thus Genpact, IBM Daksh, WNS Global and EXL Service Holdings are normally in the top ten business process outsourcing firms’ list each year but are either registered in the US or owned by American investors.

So I’ll wince a bit through this year as the political rhetoric spills over and steadily diverges from the economic reality.

    The thing about travelling, as Parmanu pointed out above in the quote from Amit Chaudhuri, and as you also did in your first comment, is that it has a point. There is a certain reason you’re travelling and a certain something you’re looking for. Unless you actually live in another country as a worker, not a tourist, you really won’t know and won’t want to know much.

    Oh well.

    At least it gives us all something to laugh about.

    There is no doubt that Congress’s dirty trick department headed by Digvijay is working in tandem to discredit Anna’s team. Initially they tried to discredit movement by calling it RSS sponsored..when people didn’t buy that, they came up with CD, IT notice and now so called inflated bills.

    The journos like Sanghvi are trying to shield lakhs of crores of Congress loot with some thousands of rupees technical mistake.

    Now I am convinced, Radia tapes were true.

    Silly Talk: The writer must agonise about the govt corruption rather than this fake outrage against Ms Bedi. First of all Ms Bedi is not defrauding the tax payer. It is between her and her hosts.     Ok he is right. Actually, I would not defend them in any circumstances. They did it they will sort it out. If the case as any legal ramifications they will have to sort it out.

    When the Anti Corruption movement started with Ram Dev with pressure on Congress to disclose the SWISS ACCOUNT, Ram Dev was driven by Lathi.

    Anna also joined the movement, then Govt put him in Jail.

    Pranab said that he has the list of the names of the People holding the money in these accounts. But he cannot release it and getting the money from SWISS Banks is vhery diphicult. Try to explain to the General Public why our government cannot get the money back and why USA got all their money back. Seriously, it is a lot of money which could change the Wealth of Indian Government.

    In the light of fighting corruption, the interest of the Public is eradication corruption from the Government which is so blantly corrupt as in Pranab’s attitude. Nobody cares if Kejriwal or Kiran did corruption of a few Lacs. It is their matter, they will sort it out.

    A media creation?? There was an agitation and due to the media, people around the country heard about it and because there was a major anger on corrpution, they were ready to join it. The media did not create this agitation out of a hat!!! Secondly there are people in the media too who are fed up of corruption and supported the movement indirectly by highlighting it.
