		<description>What is missing from this article is the core issue-lack of opportunities. Linked to this issue is the prevalent corruption in the bureaucracy and political leadership in all the countries mentioned. What makes people happier is the fairness in the system. When there is inequality and little hope for the future, there will be emigration. Ireland, like many other European countries, is facing tough economic times. Emigration has started from this country as well. But the system is still fairer and corruption is not rampant. People still have hope. As a result the rate of emigration is low. India is still struggling with corruption, though the standard of living has become better. Even in recent news, the lawmakers have stated that there is no chance of any action being taken against anyone in Karnataka. Members of almost all parties are involved in the minding scandal. This is an example of the &#039;fairness&#039; existing in the system.</description>

		<description>Reading this article I glean that India is profiting by the remittance sent back by expat Indian&#039;s and currently is also profiting from educated Indians returning home. I bet those that are returning home are keeping their citizenship of the host nation and are applying for dual citizenship, which would lead to a fluid movement of India&#039;s educated from the host nation to India and visa versa.</description>
